Defending the full realization of the 2022 elections represented a vital initiative for democracy in Brazil. Civil society was required to unite efforts to ensure that the elections took place with integrity and that the results were widely acknowledged.
Considering this and based on the lessons learned from the unique experience of defending the Brazilian electoral system, we believe that sharing the strategies and steps adopted in this process can stimulate and provide tools so that other actors, collectives, and organization can refine their strategies against similar challenges.

What motivated Pacto pela Democracia to start this series was the prospect of sharing with the world some of the learnings and methodology developed throughout its six-year experience in advocating for the defense and strengthening of democracy. Each handbook presents a theme that illustrates the unique work developed by the organization. From the defense of the electoral process all the way to the creation of pro-democracy coalitions, including advocacy strategies, mobilization of civil society, and creation of rapid responses to attacks against the democratic rule-of-law, the series aims not only to recapture Pacto’s history and work methodology but also to bolster its diffusion so that other organizations in Brazil and worldwide may take inspiration in different contexts.
What is Pacto pela Democracia (Pact for Democracy)?
Pacto pela Democracia is a Brazilian civil society coalition that has been acting for more than six years to defend and reinvigorate the construction of Democracy in Brazil. Comprised of organizations, social movements, and activists, Pacto constitutes a plural and non-partisan place of meeting between social actors with a diverse range of agendas and political identi-ties. Despite their disagreements, these actors decided to join forces to coordinate efforts and strengthen the involvement of civil society in the defense of democratic values, rights, liberties, practices, and institutions in Brazil.
